The objectives of the study were, to examine the effect of farmer’s empowerment to demand advisory services, to examine the effect of advisory services on promoting commercial agriculture and problems facing NAADS program. Investigation was done in Katakwi district as case study. The study used questionnaire, interview and documentary review as tools for data collection in which a sample of 60 is used. Study findings revealed that farmers have received advice from NAADS officials, they have been trained, educated, acquired skills, attended meetings organized by NAADS and have gained from this. It also revealed that the fanners considered agriculture as a serious business however NAADS faces a number of problems such as, insufficient funding, delayed arrival of funds, corruption, poor supplies, delayed supplies, irregular meetings, poor mobilization and sensitization. Therefore this study recommends that, the government needs to ensure regular meetings are held and training of farmers to enhance their skills and knowledge in managing their enterprise, sensitization and mobilization of farmers through media, workshops. In terms of policy, the researcher argues that the Ministry of Agriculture and NAADS management need to recruit competent and dedicated extension workers, increase farmer capacity building activities and provide farmers with technical and input support.en_US
