dc.description.abstractThe study investigated motives influencing adults to join the Integrated Community Based Adults Education (ICBAE) programme in Ukerewe district, Tanzania. The study was guided by four specific objectives, namely, to: examine the factors influencing adults to participate in the ICBAE programme, assess the environment in which adults participate, examine government support to the adults’ to participate in the ICBAE programme and determine the challenges facing ICBAE learners to participate in the ICBAE programme. Study employed the qualitative approach with the focus of multiple case study design. Data were collected through interviews, focus group discussions, and documentation. A total of 61 respondents were involved such as; one DAEO, five WECs, five facilitators and fifty ICBAE adult learners. The data were analysed through thematic analysis. The findings indicated that adults need to develop their knowledge, skills and attitude on different issues in the society and increase household income for a living. It was found that ICBAE centres face challenges in the implementation of the programme such as inadequate qualified facilitators, inadequate teaching and learning resources and lack of syllabuses to guide the teaching and learning processes. Moreover, it was found that there was decreased morale of facilitators due to poor payment of their honoraria of each month and other incentives which had been cut down by the government. The study proposes a number of recommendations which include that the government should provide loans to adult learners, improving teaching and learning environment, provision of teaching and learning materials to ICBAE centres so the efforts should be geared to overcoming challenges hindering the adults to participate the programme so as to allow more participation.en_US
