Abstract

This study is divided into five chapters. Chapter 1 is a statement of the purpose of the study and the methodology that was employed in data gathering. The following chapter 9chapter 11) gives the historical background of the policy of rural transformation, through the creation of farmers villages or settlements of which ujamaa villages are representative. In this chapter the declared aims of the policy are discussed and assessed with reference to the performance of the settlement schemes which came to be established in the immediate post-independence period. Chapter 111 is the case study itself. Because the subject of the study was a settlement scheme life at the village in the pre-Arusha period is therefore discussed with a view to establishing continuity between the past and the present. The post-Arusha period as section two of this chapter shows, is the main focus of the study itself. Consequently, the major problems which tend to militate against socialist development at the village are discussed in detail in this section. Chapter iv is a statement of the goals of the national policy of Ujamaa villages as a rural transformation policy and an analysis of the problems of implementing that policy. This chapter is given here to show the kinds of problems that other scholars have discovered to be militating against the implementation of the policy of Ujamaa villages in Tanzania. The final chapter (chapter v) is an attempt by the author to see the implications to socialist construction of both the Makati Experiences and those problems that have been discovered elsewhere in Tanzania. In this chapter, certain recommendations are also offered as ways of dealing with those problems
