| dc.description.abstract | Land is the most important resource upon which all other factors of production depend. Mismanagement of land always lead to conflicts which deter better social and economic development. From the backdrop, Local Government Reforms were introduced as a solution to problems related to land allocations. This study aimed at finding why there are reported cases of land irregularities despite the local Governments reforms. This study was guided by the concept of Decentralization by Devolution which should enable Local government Authorities access to and command of adequate and competent human resources and finance to enable them perform their functions effectively and efficiently. The case study was purposefully chosen being one of the three municipalities in Dar es salaam which is the economic hub of Tanzania. Most of land irregularities in Dar es salaam occur in Kinondoni Municipality. Primary data was collected through questionnaires and interviews while secondary data was accessed by consulting different relevant documents such as books, dissertations, newspapers and Government publications. The findings of this study reveal that Local government Authorities are faced with land irregularities such as illegal invasion of open spaces, double allocation and conflicts over land by different parties. These irregularities are caused by shortage and non-accountable personnel, lack of adequate financial resources, corruption and a disadvantage relationship between Central and Local Government. It was also found that local representatives have limited knowledge on their responsibility as representatives as most especially first term entrants have never had relevant training on their roles in land allocations. It is recommended that there should be proper devolution of authority for local government institutions to have access to unconditional resource of finance and recruit accountable staff. Furthermore, local representatives should be taken through relevant training to become aware of their roles and have access to relevant information as far as land administration is concerned. | en_US |
