Abstract
The study aimed at examining the distribution and acquisition of study materials to the rural-based distance learners. Three research tasks guided the study in focusing on: First, the quality and quantity of study materials and personnel; secondly, effectiveness in distribution and acquisition of study materials, and thirdly, problems faced by learners based in rural areas. The study was conducted in Lindi and Mtwara regions; specifically at the OUT Regional Centres as well as their sub study centres situated in the rural (remote) areas. The total number of respondents was 86 which included rural- based OUT learners, Regional centres’ directors, tutors, study materials coordinators, editors librarians and storekeepers. Both Qualitative and Quantitative approaches were employed in the collection and analysis of data. Data were gathered through interviews, questionnaires, documentary review as well as participant observation. Findings revealed that there was some inadequacy in the study materials themselves and in personnel, irregularity in the distribution and acquisition of the study materials and that there were also problems related to the whole process of distance learning. The study recommends to the responsible organs of the OUT to be effective and adequate from the grass roots. They should restructure themselves and ensure urgency in the distribution of study materials by having permanent and sure means of transport, have trained personnel and provide learners with supplementary materials
