dc.description.abstractThis study therefore trove to assess of the factors affecting international procurement performances in parastatal organization, and is guided by the following specific objectives; investigating the extent staff competences affect international procurement performance, finding out the effects of financial resource in international procurement performance and the impacts of inadequate supporting facilities to the international procurement performances. The study was carried out at TANESCO and the descriptive case study design was employed while questionnaires were used to collect data from the sample size of 73 respondents selected from the population of 90 employees working at different departments. The data collected were analyzed by using SPSP software and MS Excel where the computation of frequencies, percentages and the findings were presented in a form of tables and figures. The study found out that procurement officers are competent in a wide variety of generic procurement skills, though to some extent they lack development capacity trainings but financial resources and inadequate supporting facilities are the hindrance factors toward international procurement performances. The study concludes that despite the effort made by the government through different organs such as PPRA by auditing and trainings respectively in order to improve international procurement performances in Tanzania especially to the public sector still there is a need to address some challenges like shortage of funds and supporting facilities which have been observed as partly hindrance factors toward international procurement performances specifically to parastatal organizations in Tanzania. Also the study recommend that, the government should play a key role to provide much support to the procurement department including providing trainings, enough financial resources and ensuring the availability of working tools to support international procurement activities.en_US
