Abstract

This study investigated Monitoring and Evaluation Practices and challenges faced by Kibaha Town Council during water project implementation. Qualitative and quantitative approaches were used in this study and a total sample of 44 respondents was selected. Primary data were collected through questionnaires and interview guide. Secondary data were collected through both published and unpublished materials. Data were analyzed by both qualitative and quantitative methods, whereas quantitative data were analyzed using Statistical Package for Social Sciences (SPSS) and Excel computer packages. Qualitative data were analyzed through content analysis. The study findings revealed that water projects implemented in Kibaha Town Council were not effectively monitored and evaluated. Such pattern has been influenced by existing M&E challenges. They include; poor designed M&E plans, lack of enough M&E tools and methods, lack of enough M&E budget, insufficient skilled M&E personnel, lack of independents M&E unit, poor stakeholders participation and poor information management system. The study concluded that existing M&E Practices were not matching to recommended standards of M&E best Practice. Therefore, the study made some of recommendations in order to mitigate these challenges. They include; planning on M&E to should be enhanced in KTC, stakeholders’ participation in water projects management and skills development through formal training to municipal officials including others who have mandate to deliver water service. Mobilization of enough finance and human resources that could effectively simplify execution of M&E activities in the municipality is highly recommended.
