Abstract
This research report has investigated effectiveness of community involvement in community policing and its influence on crime rate reduction in Mtwara town.The underlying assumption was that community policing is a more efficient mechanism in combating crimes than traditional policing. The purpose of the study was to assess the degree of communityinvolvement in the community policing toward security matters and to understand how their involvement has helped in reducing the crime rate.The study has largely employed the decentralization of policing services as the guiding framework.It used both qualitative and quantitative approaches. The findings indicate that community in Mtwara town are moderately involving in community policing and crime reduction since are confident toward police services where they are increased tendency of reporting crime cases at police stations.Stakeholders are involvingin the community policing if they are interacted. Communities should be educated concerning community policing concept and police officers have to show code of ethic when interacting with the community. These outcomes have been realised despite challenges like poor planning in police force,lack of adequate resources,competitive politics and partisanship,lack of evaluation, and poor trainingtoward community policingconcept.The conclusions indicate thatcommunitiesare reportingat police stations when they are affected by crime incident,many people have inadequate knowledge about community policing and, some community members are willingly to participate in community policing but are discouraged by social disorders from some of police officers.Thestudy recommends to policymakers,police force and the member of community to support and strengthen community policing programs in order to reduce crime rates in community.
