Abstract
The study sought to assess the challenges and benefits of teaching and learning in pre-primary classes in public primary schools at Korogwe District, Tanga region. The research study investigated the physical and human resources which were available, challenges of teaching and learning of pre-primary classes as well as examining the and benefits of co-existence of pre-primary classes in public primary schools. The researcher employed a case study design and qualitative research approach. There were 18 respondents who were sampled including the District Education Officer, District School Iinspector, Pre-primary class teachers Primary Schools teachers and head teachers. The instruments of data collection were interviews, focus group discussion, observation and documentary review. The findings shows that pre-primary classes attached to public primary schools were faced by many challenges such as lack of funding, poor and inadequate infrastructure, inadequate teaching and learning material and lack of feeding program, hence it has affected the benefits of having good performance of pupils graduating from these classes. Conclusively the study comments The government through the Ministry of Education and Vocational Training should provide educational facilities for pre-primary classes attached to public primary schools, these includes building appropriate classrooms for preschool children and equip them with the needed facilities such as desks, bookshelves, chairs and tables, also making sure that all those measures stated in the policy document aimed at facilitating the achievement of the objectives of pre-primary education are put in place. Furthermore the Ministry of Education and Vocational Training to be more committed in allocation funds according to budget for pre-primary classes and employ qualified pre-primary class teachers as well as conducting seminars and workshop to preprimary teachers to enable them to effectively implement pre-primary education curriculum.
