dc.description.abstractThis study investigates the determinants of participation in Community-Based Health Insurance Schemes in Tanzania, with a Case study of Moshi Rural District. The study uses cross-sectional data and binomial logistic regression models to analyse the determinants of decision by households to participate in community health insurance schemes. The key findings of this study show that among other factors, severity of illness and distance to health facilities are the main factors that determine household participation in Community Health Fund. This study also finds that the most given reason for not participating in CHF is lack of information about the scheme and poor health services in the CHF-participating health facilities, which include among other things, lack of drugs, lack of referral mechanism, few doctors and nurses, as well as poor medical equipments. The majority of the respondents were willing to pay TZS 15,000 per annum as a membership fee for a household that covers seven members; hence income was not a significant factor in determining CHF participation. On the other hand, User Charges of TZSH 1,000/1,500 per visit to health facilities to cover consultation and medication payable by those not participating in CHF was considered more affordable and thus favorable. This discourages participation in the community health insurance. The study findings suggest that in order to increase participation of household in the CHF, there should be more sensitization and promotion of the scheme, also improvement of health services is deemed crucial for improving the performance of the CHF.en_US
