Abstract
The study assessed effectiveness of graduates of the one year teacher education program in performing classroom activities. It investigated also capacity of school management in supporting professional development. The study was conducted in eight selected primary schools in llala Municipal Council in Dar-es-salaam. The study was mainly qualitative and questionnaires, interview schedules, observation checklists and documentary review were the main instruments for data collection. The study revealed that 16 (53%) teachers were capable of preparing instructional materials but not capable of presenting them in classrooms when teaching and vice versa, lO (33%) teachers were both capable of preparing instructional materials and presenting them in classrooms, 4 (14%) were neither capable of preparing instructional planning nor presenting them in the classroom. However the schools they worked were faced by the acute shortage of both physical and human resources for supporting professionally. This showed therefore that school management has low capacity to support them, though organizational culture influence their daily activities in schools hence support them professionally. Based on the findings of this study, the following recommendations were made; Firstly, student teachers need to be assisted by being offered practical ideas on how they could effectively perfomi classroom activities in different classroom situations. Secondly, communities, Non-government organizations and religious institutions should make sure that all schools are well equipped with physical resources support professional development of teachers. Thirdly MOEVT also should improve teachers living condition as to make them settled and motivated to work Lastly, International Agencies also should provide funds for conducting workshop, seminars and short courses for primary school teachers so as to make them up-dated and develop them professionally.
