Abstract
Project closeout is considered to be a vital activity in project management. However, this activity has, in many occasions, been given less attention. Poor project closeout can increase project cost and in some cases can be a source of conflict between and among project stakeholders. The main objective of this research was to propose strategies that could be applied to make closeout phase implementation more efficient and effective. In order to realize this objective data was collected from the employees from TBA and TEMESA, who are public building oriented institutions; from construction companies and private consulting firms. The data was also collected from clients who are government institutions. This study revealed that the level of motivation of project teams towards implementation of closeout is low. This study has also shown that the factors that contribute to ineffective implementation of closeout include delay in project completion and poor project management. To improve closeout, the study recommends establishment of closeouts and motivation of project team towards accomplishment of closeout is moderate; closeout activities whose level of implementation is high are submission of contractor’s verification forms, correction of defects final payment application and completion of internal administrative process. The study further recommends related professional development programs by AQRB, ERB, CRB IET and ACET, and adding a clause in contracts that will enforce efficient and effective closeout of project.
