dc.description.abstractAs I understand it, my task to-day is to give you a brief record of the development of the Northern Rhodesia Council of Social Service, not in any complacent vein, but rather to highlight some of the Difficulties which you may encounter in your similar endeavour in not dissimilar conditions. I would-mention at the- outset that my approach is not that of the trained social worker, but that whatever smart part I may have played in the developments described, has been against a background of 25 years of improvisation in Africa: a background which every practising administrator acquires. On technical points and on experience in other areas we are lucky to have here Mr. Clifford, Director of Social Welfare in Northern Rhodesia, whose service in Cyprus and elsewhere will enable him to answer questions on the broader issue involved. The Northern Rhodesia Council of Social Service was brought into being at an inaugural meeting, in May 1954 - so we have really only had five years of life. The Department of Social Welfare makes no effort to dodge the paternity issue, admitting in its report for 1954 that " it is the Government's policy in social welfare work to stimulate voluntary organisations in the field. A practical step was taken to implement this policy when the department called a meeting which volunta¬ry bodies, local authorities and Government departments were invited to attend in May, 1954. The purpose of the meeting was to discuss the co-ordination of social work in the Territory.en_US
