dc.description.abstractThe study was conducted in public institutions on the effects of outsourcing services in Public Institutions, University of Dar es Salaam used as a case study. The general objective of the study was to examine the effects of outsourcing services in public institutions. Specific objectives included: To investigate the criteria for selection of outsourcing services in public institutions, to investigate effects of outsourcing cafeteria and cleaning services at the UDSM and to investigate employees’ attitudes towards the outsourced services at UDSM. Our targeted respondents were employees of the UDSM and students as beneficiaries of the outsourced services. In this study, data were collected from the questionnaire and survey which involved 50 respondents. The surveyed data were analyzed using tabular involving frequencies and percentages. The study revealed that outsourcing services in the public institutions has ubiquitous effects including cost reduction, improved quality of services provided, increased market demand for other services, increased competition, resources utilization and enabling the university to concentrate on its core functions of teaching, consultancy and research. Although study data shows that outsourcing is better at UDSM, the management is challenged to find various ways by which outsourced services can perform better. Also that they have to make the whole process clear and transparent and ensure they comply with legislation and policy requirements. It is recommended that Higher Learning Institutions must address many unique factors when considering the outsourcing of campus services like mission, service hours, academic calendar, societal issues, and decision making process contract agreements and funding restrictions.en_US
