Administrative reform and its effects on performance of local government authorities in Tanzania: the case of Temeke municipal council

Abstract
This study is create on administrative reforms implemented administrative reforms implemented in local government authorities in Tanzania, a case of Temeke Municipal Council. The study investigates the question of poor performance of local councils despite the reforms undertaken in the form of devolution started in 1999. It aims to find out the extent and manner the administrative reforms are implemented and its effects on council`s performance in service delivery. The study hypothesized that `lack of administrative autonomy contributes to poor performance of local council`s in service delivery to the public. Based on data collected through questionnaire, interview, and documentary review, it has been observed that despite the reforms, still there has been no significant improvement qualitatively and quantitatively in terms of delivery of services the in the council particularly in the provision of health services. It was further noted that the practice on administrative matters such as recruitment, promotion, training and discipline does not reflect devolution due to central government interference, which implies lack of autonomy of councils despite staffing powers envisaged by the reforms. The study also noted that the financial capacity of the council is still weak which in effect undermines administrative expenditure including council staff salaries, training promotion, incentives, working environment, accountability and shortage of qualified human resources. The study recommends that councils should be assessed of autonomy to act independently on administrative matters at local levels. Also, administrative autonomy should be backed with fiscal autonomy to achieve quality in service delivery at the local level.
