Abstract
Studies of Human performance in work organizations during past years have profoundly affected thoughts and practice in both field of application and classroom psychology. A performance appraisal system adopted in many work organizations is one core human resource management tool, that aims at reviewing the performance of an employee on the basis of objectives set and agreed upon in advance. It is about developing people to work with shared goals, shared ideas, shared vision and enthusiasm. This work takes the Tanzania Police Force as a case study. It explores how performance evaluation scheme is undertaken; cognizant of its weaknesses and strength and goes further to suggests on contemporary models of evaluation; having amalgamated opinions and experience of different parties to build the basis of recommendation contained at the end of chapter 5. The study thus reveals weaknesses like resource wastage in time, paper, man-hour and the lack of correlation between the exercise, individual's effort and organization's productivity. The study further suggests employing stronger methods like 360 degree evaluation techniques, customer appraisals technique or even the current computerized performance appraisal. Thus, the study explores the human resource management technique as a way towards upholding organizational efficiency and effectiveness, so that police services comes out with a much higher value to meet the growing challenges and expectations of today.
