Abstract
The purpose of this study was to investigate the relationships or non-relationships between resource allocation and educational policies in Tanzania. The study focused attention on the development of educational policy objectives as connected to resource allocation system. First, the study identified the main objectives of each educational policy covered in the study to expose the levels of education intended to be developed. Dependent variables - resources and educational policies were studied against independent variables - enrolments, unit cost per pupil or student annually, pupil or student teacher ratios and teachers salaries to depict the nature of educational policy developments. Three hypotheses were used to investigate these relationships. Findings of the study revealed that financial resources allocated to the Ministry of National Education have been increasing significantly. 83 per cent of the resources is spent on recurrent expenditure, and only 17 per cent for capital expenditure. Secondly, the findings revealed that part of educational policies received financial support to effect the implementation of the objectives while some didn't. The study further revealed that some educational policies received financial support immediately they were declared, and some did not. Some policies received financial support through shift of emphasis in allocating resources as a strategy to countervail shortages of resources. The study report is divided into five chapters; Chapter 1 outlines the background of the problem, the statement of the problem, the significance of the study, the purpose, the hypothesis, the limitation and deliminations, the definition of terms and finally, the plan of the study report, Chapter 2 carries the review of literature. Chapter 3 discusses the methodology of the study and the processing of data. The analysis of data and the discussion of findings are presented in chapter 4. Chapter 5 draws conclusions and makes recommendations. The Bibliography and Appendices form the last part of the report.
