Abstract
The study sought to assess effectiveness of application of critical success factors for works contract management in local governments. The study was carried out in Ileje District Council. Specific objectives of the study were; to determine extent of works contract management, to examine causes of poor performance in works contract management and to identify effective strategies or control measure towards improving performance of works contract management in local government. In carrying out the research, mixture of quantitative and qualitative research approaches were used. Collected data were analysed using Statistical Package for Social Sciences (SPSS) and Microsoft excel. Findings revealed that there was a linear increase of value of projects executed in each financial year in Ileje district, high variation of contract duration, normal variation of contract cost and scope, and large number of unsatisfactory projects. The study identified causes of poor performance of contract management such as; political interference, corruption, limited budget, delay of fund disbursements, low capacity of project manager, and insufficient human resources
