Abstract
The study sought to examine the effectiveness of Environmental Management Systems (EMS) in improving an organization environmental performance and compliance in Tanzania. The study specifically sought to identify the factors hindering the implementation of EMS and compliance as well as examining the impacts of EMS implementation on company performance. Moreover, the level of EMS implementation and compliance at TPCC were evaluated along with suggesting ways in which the implementation of EMS and compliance can be improved. The study utilized both qualitative and quantitative approaches. The area of study was the Tanzania Portland Cement Company in Dar es Salaam Region. The sample size composed of 150 employees from TPCC, who were purposively, randomly sampled. Data were collected through documentary review, interviews, focus group discussion, observation and questionnaires. The findings showed that TPCC is one of the strongest company which is certified and implementing (ISO 14001). However, key respondents were of the view that TPCC faces hindrances like increased cost, shortage of environmental personnel and lack of government support in implementing EMS. Furthermore, the impacts arising from EMS implementation include increased environment awareness among employees on environmental conservation and management, consequently, this pushes the management to invest in modern technologies thereby becoming environmental friendly company. Based on these findings it is recommended that, there is a need to provide financial incentives for EMS certified organization, including subsidies or favours in tendering, training of environmental auditors and certifiers more importantly provision of education can be effective ways in implementing EMS.
