dc.description.abstractThe dissertation presents the design and main results of a study which focused on gender balancing efforts in leadership positions in Tanzania Public service. The Government did put in place various policies, procedures and institutions to promote gender and women development. The study employed the Third World Feminist Approach and Empowerment Framework as theoretical guides for data collection, data presentation, data interpretation and analysis. The first approach takes into account the unique nature and experiences of women in leadership positions in the Third World Countries in analysing the sources of gender oppression, exclusion and marginalization. The latter framework provides various responses of women against exclusion and offers strategic policy interventions that aim at overcoming marginalization and exclusion. The findings presented in this dissertation partly reveal the progress made by the third-phase government and partly the unfinished agenda. It is argued that the laudable progress made so far is an inadequate indicator to prove that the Third-phase Government was particularly successful in raising the status of women in leadership positions to the scope and extent planned and anticipated. The Government is recommended to reposition itself and look at key influential aspects of gender and gender relations if it real wants to balance gender in leadership positions in the Tanzania Public Service.en_US
