Contribution of capitation grant on provision of quality education in community secondary schools in Tunduru district, Tanzania

Abstract
This study investigates the contribution of Capitation Grant on provision of quality education in community secondary schools in Tunduru District, Tanzania. The study intended to explore the grant received and procedures for allocating such Capitation Grant to secondary schools as well as at the district level, challenges and effects facing Capitation Grant System and the role of other stakeholders in Capitation Grant System. The study based on qualitative approach, whereby data were collected through interviews, observation, focus group discussion and documentary reviews. Simple random and purposive sampling techniques were applied on sampling the schools and respondents. Data were analyzed using content analysis methods. The findings revealed that poor quality education in community secondary schools are caused by inadequacy of teaching and learning facilities which usually bought by using Capitation Grant. The study revealed that the schools had shortage of teaching and learning resources due to lack of fund for buying such resources. Hence, the study, seemingly, concluded that, students in community secondary schools are likely to receive low quality education because of absence learning resources, since most of these schools receive low Capitation Grant. The study recommended that the policy of financing public education through Capitation Grant be reviewed. The study recommends further study in the public government secondary schools to find out whether there are significant differences between them and the community secondary schools on the allocation and use of Capitation Grant. Also further research should be undertaken on the contribution of education stakeholders in improving quality of basic education by providing funds in community secondary schools to supplement those grants from government.
