dc.description.abstractThis study examined the performance of DART construction project focusing on its time and cost performance. The main objective of the study was to assess the performance of DART construction project phase 1 focusing on the factors affecting the core project constraints of time and cost. A sample size comprised those who were directly involved in the project, facilitators of the project, regulatory bodies, people affected by the project (PAP), engineers, consultants and contractors. These were picked as the main sources of primary data. The method employed during data collection included questionnaire, interview, observation, and desk study. Quantitative and qualitative data were collected concerning institutional set-up of the DART, available strategic plans, literature reviews on other studies and current situations regarding performance of the construction project. It was revealed that the performance of DART construction project was not achieved as declared in the triangulation of project management where cost and time are core constraints of project management. In March 2015 the project was 91% complete and was behind schedule for about 9 months and project cost was overrun, and statistical analysis determined eleven (11) factors that affected the performance of the DART project such as change in scope of work, compensation issues, effect of change of legislation, designing problem, competence of the staff, unexpected problems, disagreement on the work done, disputes and arbitration, coordination among project stakeholders, delay in information, and project complexity. It was recommended that DART agency must take remedial measure on the factors affecting performance at planning stage before project commencement.en_US
