dc.description.abstractThis study examined the training and development practices in the public sector. The general objective was to assess the training and development practices in the public sector and specific objectives were to identify the criteria used to select trainees for training and development programmes, determine the factors hindering the implementation of effective staff training and development functions, and examine the contribution of staff training and development to overall organisational goals. A case study design whereby a single unit was selected for data collection. Interviews, questionnaires and documentary review were used to collect the necessary data in this study.The Findings indicate that to a certain extent the selection of employees for training the standard procedure there were a lot of malpractices. Moreover, the staff training and development provided was relevant to their jobs even though it had little to add to the employee’s expectations. The study concluded that there was a need for more training and development, a need to the duration. There was also a need for trainees to be co-opted in the process of designing and implementing of training programmes because some of them had negative attitude towards training. Based on the study findings, it is recommended that there is a need to assess nature of training by conducting (a needs assessment, and evaluation of training). Also there should be an increase with staff training and development budget to make it meaningful to the trainees and, hence, encourage the attainment of their expectations and overall organizational objectives.en_US
