The study was about the effects of SEDP to enrolment and attendance at ward secondary schools in Kilimanjaro region. This problem of enrolment and attendance was a result of increased enrolment in secondary schools due to the expansion of primary and secondary education programmes through PEDP and SEDP respectively without adequate increase of teaching and learning facilities. Eight ward secondary schools were included in the study. The study tried to find out the extent of enrolment and attendance with regards to the available resources. Quantitative methods were used to collect data pertaining to enrolment, attendance, number of teachers with their qualifications, number of classrooms available compared to the number of students and their ability to pay school fees. The findings from the study were obtained from the responses made available through questionnaires provided to headmasters/ headmistress, teachers, their parents and councilors. The study found that. There were low rates of enrolment and attendance in the studied schools. Among the schools visited, no one had 100% enrolment. On issues of attendance, some schools had less than 60% attendance. The study therefore recommended to the authorities concerned to assure provision of adequate resources in order to maximize enrolment and attendance.en_US
