Leadership ethics and its relation to corruption: a case study of Dar es salaam, Mwanza, Mara, and Zanzibar -Tanzania

This study was carried out in Kinondoni, Ilala and Temeke districts in Dar es salaam region, Ukerewe district in Mwanza region, Bunda and Serengeti districts in Mara region and Unguja. it sought to establish factors that contribute to quality leadership and indicate how lack of such leadership can be the source of failure in the same. it deals with issues of leadership ethics, corruption, leadership qualities, education and training, gender equity in social political organization, constitutions adherence, human rights and the influence of neo-liberal globalization policies on leadership. it is evident that quality political leadership depends on the quality of an individual and the political party in question. therefore, the main objective of this study was to investigate effects of disillusionment of the leadership ethics as underlined in the constitutions and in the arusha declaration and its relation to corruption. the methodological approach has been interviews, focus group discussions and observations for primary data. library sources, newspapers, periodicals and internet sources are used for secondary data. the main assumption and expectation in the study was to find less corrupt practices with strong leadership ethics and high corrupt practices with weak leadership ethics. findings of the study indicated that, there was a missing link between qualities of an individual person, the party as a political organization and the governance process being cemented by the code of ethics, discipline and moral integrity in abiding with the constitution. in the recommendations, the study underscores the fact that Tanzania can best be developed if it adheres categorically to the leadership ethics according to the basics of the Arusha.
