| dc.description.abstract | The purpose of the study was to examine how budget allocation affects availability and adequacy of physical facilities in Tanzania public secondary schools. Three objectives guided the study: to examine the distribution of allocation of finds; to assess the extent to which fiends allocated meet the school needs; and to assess how finds allocated were managed. Three research tasks were developed from which research questions were formulated. The study employed both qualitative and quantitative design. The sample of the study included four school heads; four academic masters; four bursars; four librarians; 60 students; and two representatives from the Ministry of Education and Vocation Training headquarter. The data was subjected to frequency and control analysis technique. The study revealed that most of secondary schools have shortage of physical facilities such as teachers' houses; classrooms; libraries; laboratories and pit lashes. Furniture and fittings were also inadequate. Insufficient funds allocation was the major cause for inadequacy. Another cause was based on unwilling for school heads, especially boarding schools, to mobilize community members to participate in school development activities. The school heads believed that the schools are purely Central Government property. Also it was observed that local government has less responsibility in secondary school education development activities in most of the public secondary schools in the region It was recommended that: school heads, committee members should be competent in all matters consuming school development; and other stakeholders have to review budget allocation on development expenditure so as to meet needs of education sector. Further research has to be done by expanding the sample schools in Tanzania and how that secondary schools and how Secondary Education Programme has achieved its objectives. | en_US |
