Exploring the limitations of preventive maintenance in transport organizations in Tanzania: the case of Tanzania railways corporation

Abstract
The study aimed at examining that affect the implementation of preventive maintenance to locomotive engines, wagons and coaches in Tanzania Railways Corporation ( TRC ). The study was conducted in Dar es salaam and Morogoro workshop and the proportionate cluster sampling was used in obtaining a sample of 40 employees. Both primary and secondary data were used and data collected were analyzed by Statistical packages for Social Sciences ( SPSS ). It was found out that the amount of money utilized by TCR for maintenance activities have been declining and the number for locomotive engine failures in main line started to increase sharply from 1999 onwards. Lack of enough funds to acquire spare parts makes the maintenance department unable to adhere to maintenance schedule. 78.9 percentage of all technicians/artisans are not satisfied with salaries paid, 89.6 percentage are unsatisfied with transport allowance, and 78.9 percentage are not satisfied with medical services offered. Some of the locomotive drivers lack training on using class 89 locomotive engines. TRC should make sure that funds are acquired from various sources such as seeking grants from the government, loan arrangements with financial institutions and joint venture arrangements with financially sound investors.
