Abstract
The study examines the extent of Computer usage and application in National Social Security Fund (NSSF) and the extent to which Computers has improved efficiency and performance in Records Management in the NSSF in Dar es Salaam region. The present study, therefore, focuses on Computer usage in records management impacted to the attainment of efficiency and effectiveness in benefit records management and rational decision-making in National Social Security Fund. The study was carried out in the National Social Security Fund Headquarters, targeting populations drawn from among top decision makers, registry staff and Customers of National Social Security Fund. The study involved purposive sampling survey to come up with a manageable sample. Data was collected using questionnaires, face to face interviews and structured observations. The sample size was 41 respondents, comprising 4 top decision makers, 12 registry staff, 5 Records personnel staff and 20 Customers. The response rate was 4 (40%) action officers; 2 (20%) top decision makers; 10 (100%) registry staff; 5 (50%) Records personnel staff; and 9 (90%) Customers. The data collected was subjected to both quantitative and qualitative analysis using the Statistical Package of Social Sciences (SPSS) and content analysis, respectively. The findings revealed that there were some notable problems which remained partly unsolved. Such problems included: inadequate computer facilities; lack of records management policy; lack of clear guidelines for records users/action officers; poor skills in computer use; poor budget for buying new computers and maintenance; lack of skills in using new software for records management; shortage of records staff; inadequate computer training of records personnel; and keeping files too long by action officers. The study recommendations include improving budgetary allocation for records management, computerization of records management systems and procedures.
