Contribution of itinerant teachers in the provision of primary school education for children with visual impairment in Kibaha district, Tanzania
(University of Dar es Salaam, 2018) Muchunguzi, Jonas Mwesigwa
This study aimed at examining contribution of itinerant teachers in provision of primary education for children with visual impairment in Tanzania. Using Kibaha Itinerant teaching programme as a case study, it examined roles of itinerant teachers, which contribute to provision of primary school education for children with visual impairment, challenges faced by itinerant teachers in the provision of itinerant services for children with visual impairment and to identify measures that could be taken to improve the itinerant teaching programme. The study used qualitative research approach where data were collected through observation, interviews and documentary review. The study used the sample of 41 participants, which involved education administrators at various levels, education quality assurers, specialist teachers, children with visual impairment as well as parents of children with visual impairment. Purposive and snowball sampling procedures were employed in obtaining the sample. Moreover, all data were analysed through content analysis and presented by using descriptive method. Findings indicated that itinerant teachers play a great contribution in provision of primary school education for children with visual impairment. Their contribution is realized through their roles, which include identification of children with visual impairment, making assessments and referrals, dealing with pre-primary school children at home, helping teachers and children at school, provision of counselling and practical support including sensitization and awareness creation to the community. Also, the study revealed challenges that prohibit effective implementation of the itinerant teaching program. They include lack of adequate financial resources, few numbers of itinerant teachers, lack of transport facilities, lack of community awareness, inadequate equipment and materials as well as lack of in-service training. The study proposed the way forward in order to improve the itinerant teaching programme. It includes allocating adequate funds for programme implementation such as transport facilities, to ensure adequate supply of equipment needed for effective implementation of the programme particularly teaching and learning materials, training and employment of more itinerant teachers and provision of in-service training. Furthermore, extension of itinerant services to other categories of impairments was suggested, and finally, there should be close cooperation between the government and non-governmental organizations in order to ensure adequate support for educating children with disabilities.
