Item The efficacy of non -governmental organizations intervention in out-of- school children education. A Case Study of Action Aid Tanzania (in ACCESS Model)(University of Dar es Salaam, 2006) Angulile, Michael MwasumbweThis study was aimed at assessing the efficacy of Non- Governmental Organizations intervention in out-Of- School children’s Education: A case of Action Aid Tanzania in ACCESS model in Lindi region, Liwale District. Specifically, the study intended to investigate how ACCESS programme is efficient and effective in imparting knowledge to out-of-school children. The sample of the study included ACCESS learners, ACCESS facilitators, parents and members of ACCESS management committee, formal school head teachers, Ward Education Coordinators, District Education Officers and Action Aid staff. These were frontline implementers of ACCESS program since it started. Data were collected through questionnaires, in-depth interviews, focus group discussions, observations and documentary reviews methods. Data were presented quantitatively and qualitatively in the form of tables and descriptions. Five research tasks guided the study. Task 1 focused on identifying the education opportunities offered by ACCESS. ACCESS program widen the chance for pupils from the most marginalized communities, enhancing enrolment by capturing children far away from formal schools and mainstreaming them. However, the quality of ACCESS facilitators (STD VII) is low for achieving quality education in the country. Task 2 looked on strategies for running ACCESS program. It was revealed that ACCESS program is operated under policies governing education practices in Tanzania hence, links to the existing government systems although less attention is given to ACCESS by government officials in terms of education resource allocation.
