As is in the case of African elephant (refer to page 6 ), the government has spared no effort in seeking a solution to the Ngorongoro question. However, as for any outstanding national problem, the government could not come up with a solution overnight-—a series of consultation had to be made followed by comprehensive analysis; the latter is the essence of the Ngorongoro Workshop that was held in l)ar es Salaam in December, 1989.
