The overall discussions that emerged from the literatures are the TAZARA railway. This study covers the influence of China's socialist transformation on the Arusha Declaration after the country's major diplomatic break with major Western powers including the United States of America, the United Kingdom, and West Germany. The results of the data which were retrieved from the written documents and oral sources revealed that Tanzania enjoyed a high level of sovereignty and autonomy in the making and implementation of Arusha Declaration during the interaction with China due to the fact that China's aid was not conditioned or tied to any country reforms whatsoever. Thus, the country was able to pursue her own development, to speak for her own interest and judge according to her own perception the requirements of international peace and justice. Therefore, this study shall cover the gap of knowledge concerning how Tanzania, during the few years before the Arusha Declaration and post- Arusha epoch, took a bold step to defend her sovereignty on decision making and autonomy in policy making by breaking up with the major Western powers and Western models of development and embarked on the road to socialism. China's experience travelling on the socialist road with success within few years was an inspiration to Tanzania "s new development path.
