The study employed both qualitative and quantitative research approaches whereby questionnaires and interviews were used to collect primary data from a total of 49 respondents. The collected data were analyzed in terms of descriptive statistics with the aid of the Statistical Package for Social Scientists (SPSS). In relation to the factors that contribute to the improvement of water supply projects are in terms of cost, time and scope. The findings reveal that some projects are not realistic in terms of resource availability and some of them (the projects) receive budgets that are insufficient to make them run smoothly. There are also findings that suggest that for most of the water supply projects in Dar es Salaam, the requirements must be defined and communicated earlier before the projects execution ought to the participatory in nature. Moreover, in regard with investigating the practices related to the factors affecting the performance of water supply projects, several factors were revealed and ranked in order of the importance. In terms of time management practices, the findings are that the project teams tend to meet regularly, the contractors submit their detailed activity schedules in advance, training and salary increase and bonus are used as incentives to motivate workers, DAWASA uses consultants in pre-projects planning (that is, it does not participate in pre-project planning), and projects are usually delayed by political influences. Moreover, the study that bar charts and experience are the methods that are widely used by DAWASA for respecting while excel sheet is used for planning and scheduling. As far as the practices related with the project cost management are concerned, the findings show that cost schedule is usually not coupled with time schedule, line managers have no authority in the management of the actual project expenses, project costs are not well covered to pay project expenses and the actual costs are influenced by polities. In the case of practices concerned with project scope management, the study reveals that project scope schedule must be relevant to the time schedule while timely collection of project requirements, increase of project scope changes. The study recommends that the project management process should involve different personnel and stakeholders including beneficiaries or users. It also recommends that it is very crucial to have a clear plan with clear scope and time and to allocate sufficient fund and resources to the project.
