It provides an objective basis to help the Tanzanian government to examine the debate between (1) the need to encourage the mining sector as a dynamic contributor to economic growth and (2) the alleged failure of the mining sector to contribute sufficient revenue to the public purse and to make an appropriately large socioeconomic contribution to local communities.
