The study employed qualitative and quantitative research approaches for descriptive survey design. The study used a sample size of 93 staff from LAPF and data were collected through questionnaire, interview and documentary review. The data were analysed qualitatively based on theme of the study and quantitatively through descriptive statistics and t-tests and p-value.The study revealed that organizational structure was positively and statistically significant on influencing timely payment of benefits through PMS. Management processes were positively and statistically significant on predicting timely payment of benefits through PMS. Also individual roles positively, statistically and significantly predicted timely payment of benefits through PMS. In addition, it was revealed that an appropriate supporting environment was also found positively and statistically significant on predicting timely payment of benefits through PMS. The study observed that the current PMS has issues associated with insufficient aspects to ensure document management system integrated with PMS, reduction of number of activities through PMS, decentralization of rules as well as procedures based on approval system in zonal offices and interface between PMS and Account system integrated.The study recommends that organizational structure, management processes, individual roles and appropriate supporting environment have to be integrated in social security organization strategies particularly at LAPF in order to facilitate timely payment of benefits. Also policy issues have to consider organizational structure, management processes, individual roles and appropriate supporting environment variables that play significant roles in facilitating the pension management system to ensure timely payment of benefits.
