Dodoma is one of the drought prone areas of Tanzania. Exploratory observation and production boreholes drilling started early 1948, giving a total of 65 boreholes. Currently, nine production boreholes are in operation. The main objective of the study was to develop a management model that will ease the tasks of decision-makers (planners) in determining a sustainable abstraction volume from the Makutupora groundwater basin and other areas behaving similarly. The computer software package named Visual MODFLOW, a three dimensional finite difference groundwater flow and contaminant transport model was used to simulate unsteady flow in Makutupora Groundwater Basin, a confined aquifer covering an area of 650km . Several simplifying assumptions were made about the boundary conditions and aquifer properties. Faults and rivers were considered as recharge zones and were represented in the model by a series of rectangular blocks. Evaporation was neglected, as the aquifer is a confined one with a confining layer of about 50m thick.
