The questionnaires were used to collect data from employees regarding their experiences on development and introductions of performance management system in the Ministry of Health. And interviews were conducted to solicit information regarding the employees; experiences on performance management appraisal.The result of the study revealed that there were many problems in the current generation of the performance management system in the Ministry of Health and Social Welfare.
