The objective was to find-out the position of resource allocation in enhancing and guaranteeing quality education for pupils with special needs in Lushoto primary schools. The study design was a survey. Data were collected using questionnaires, interviews, observations and documentary review. Variables examined included levels of sources of fund, fund allocation and their utilization. Data were qualitatively and quantitatively analyzed. The following were the major findings of the study: a. The main source of funds is the government through capitation grants. b. No funds allocated by the government for the construction and rehabilitation of social services to suit pupils with special needs. c. There is no specific policy used to allocate resources to pupils with special needs. d.Schools depend on good-wishers to finance education for pupils with special needs. e. Dropouts and truancy for pupils with special needs is motivated by lack of friendly and supportive services. The study makes the following conclusions: a. Pupils with special needs have limited access to schooling due to lack of supportive and user-friend facilities and infrastructures at primary school. b. No policies are used in allocating resources to pupils with special needs in primary schools. c. Pupils with special needs are not involved in planning and budgeting for the school funds. The study recommends that the government should formulate and implement policy on financing special education to enhance quality and accessibility of educational services for pupils with special needs. This can be done through identifying pupils with special needs level and allocating per capita special funds for their education.
