The survey results of this study show: That there were a number of government initiatives to guide foreign aid inflows and modalities of delivery; and that donors adopt a mixed approach to aid delivery. There was a larger increase in recurrent budgetary support to the health sector than the development budget. The trend of per capita public health spending was rising in the period of 1990-2000. There was a consensus between MOH and a group of donors on a sector-wide approach to health reform and financing. Eight donors use a joint funding mechanism. This study recommends that Tanzania government should dialogue more with donors on linking their foreign financial support through the official channel. At the same time the government should improve financial accountability, discipline, curb leakages through embezzlements and incompetence in order to increase donor confidence in the official channels. On the other hand, MOH should ensure that matching funds from government for CHF are reduced gradually so that people could participate in health- care financing. Also, expenditure on health sector should be targeted more to the low-income people.
