The study was guided by three objectives. Firstly aim identified approaches used in selecting and promoting teachers into managerial position. Second, aim assessed management competence schools heads demonstrated in creating effective teaching and learning process to their schools. Finally, management challenges schools heads encountered in their daily leadership duties in facilitating learners' to achieve academic merits was explored. The study was conducted in Mbeya Municipal council and Mbozi District Council, Mbeya region. The study employed descriptive survey strategy together with quantitative and qualitative research approaches in gathering and analyzing data. Sampling techniques included simple random and purposive sampling procedures. The sample for study constituted 100 respondents, two education officers, twelve school heads and 84 teachers. Data collection methods were interviews, questionnaires and documentary review. Results revealed that the process of selecting and promoting teachers into administrative duties observe special criteria namely education qualifications, work experience and personality attributes like hard working. The study also unveiled that there was lack of management competence for a majority of school heads because there were no special training courses in management. The finding from District Education Officers revealed that some head teachers were unable to do their task effectively as anticipated. Besides, the study revealed that school heads encountered several challenge, such as constant changes in the curriculum and many others. The study recommended that school heads who were promoted into managerial positions should receive special managerial training so as to strengthen them for competence. Furthermore, immediate measures should be taken to address all challenges linked to managerial duties.enCompetencyLearnersThesis
