The empirical evidence from these studies and reports indicates the persistence of noncompliance by public and private institutions despite of the government concerted effort to reform the labour law regime to conform to the international labour standards and promote sound industrial relations. Unfortunately, what accounts for noncompliance has been obscured by the limited studies and analysis. A few studies have attempted to provide insight on the subject, and even these have been constrained by limitations in the data either in terms of their focus or level of details. In this research paper, I investigated what accounts for noncompliance focusing on the effectiveness of labour inspection. Data was collected through personal guided interviews, questionnaires and review of existing literatures. Data analysis was done manually in part and through the use of Statistical Package for Social Sciences. Content analysis and matrix analysis were also employed. The findings are presented quantitatively and qualitatively through the use of tables, charts and explanations. The study unveils that, inept labour inspection, defects in the contemporary labour laws, excessive supply of labour force coupled with contracted labour market and the low level of employees’ awareness of labour laws represents the most compelling explanations for the low degree of legislative compliance. The study recommends deliberate efforts to improve the rate of compliance by increasing the number of labour inspectors, sufficient allocation of financial resources to the inspectorate unit, etc.enLabour inspectionLabour laws and legislationTanzaniaThesis
