After the post-independence euphoria with its expectations of limitless tractor power had receded, it has been national policy to encourage the development of draught power - a matter made even more urgent by the oil crisis. But in the second five-year national development plan, twenty-three training schemes were envisaged, but it is reported that by the end of the period not one was functional.
