dc.description.abstractIntegrating environmental and social concerns into project design. Experience shows that when done properly, it can be effective in filtering environmentally and socially unsound P projects before they reach implementation . However, in Tanzania and other developing countries, very little attention has been given to the issue of establishing effectiveness of BIA processes. The study aimed at assessing effectiveness of EIA process in some targeted projects by examining the influence of BIA on decision-making, major steps in conducting the EIA process, and challenges including limitations facing the EIA industry in Tanzania. The study involved three approaches: problem identification, literature review related to performance of BIA and examined effectiveness of EIA in selected case studies. The study found out that effectiveness of BIA largely depends on all stakeholders' full participation at the planning stage and throughout project cycles. Also, it was revealed that effectiveness of BIA is incomplete without well-defined procedural guidelines, adequate expertise, BIA policy, effective political commitment, legal as well as institutional framework. Finally, the study recommends: promotion of stakeholders' participation, full information disclosure, empowering of regulatory and supervisory agencies as well as promulgation of EIA policies, guidelines and procedures.en_US
