| dc.description.abstract | The new `National Framework for Mainstreaming Labour-Based technology programme has the objective to contribute to economic development and poverty reduction policies and their implementation. However, experience shows that the intention of mainstreaming LBT in a bid to take advantage of its contribution toward poverty reduction has been in the past years but a good dream with no hope of realization. Success stories from countries like Kenya, Zimbabwe and Ghana, where I had an opportunity of visiting, are struggling for sustenance Tanzania is already having in place a number of policies that are supportive to the intention of using road projects for creating employment, especially to the majority poor living in rural areas. The country is having dedicated fund for road maintenance and alredy a considerable amount of money is going every year toward maintaining the country`s road network. Roads are like mobile factories as they reach most parts of our vast country, and people can employed right where they live to maintain the portion of the road traversing their locality. The study shows that a screening procedure such as Poverty prediction Impact assessment (PPIA ), be developed to help in bridging the existing gap between policy and implementation. | en_US |
