Improvement of management for maintenance services of government owned motor vehicles in Tanzania: a case study of TEMESA.

Abstract
This study investigates the improvement of Government Motor Vehicles Maintenance Management in Tanzania by focusing on the development of maintenance management model, identifying the factors that hinder maintenance performance, and determination of the status of quality of maintenance services. The sample of the study comprised of thirty two TEMESA Staff (Regional Managers and Management Members), and forty one customers (GMDAs and Potential Customers), making a sample size of seventy three respondents. The results of the study showed numerous indicators that hinder maintenance performance which are; insufficiency of resources, poor workshops infrastructures, too expensive maintenance cost and unsatisfactory salaries. These were the major causes that hinder maintenance performance. In regards to quality of the maintenance services in TEMESA, the management of TEMESA complied with the key principles of TQM which includes preparation of annual budget plans, training has been conducted, and midyear budget review has been done. Also the maintenance model so developed included feature like schedule phase which solves the delay of maintenance works that subsequently leads to customers complaints.
