dc.description.abstractDeveloping countries, and Tanzania, in particular, are facing problems of insufficient budget allocations for maintenance of their respective road networks are not fully maintained. In a few years to come, these countries suffer three times from small budget in rehabilitation of respective road networks. Thus, the main objective of this study was to develop community participation framework and monitoring and evaluation system that will enhance sustainable maintenance of Songea District Council (SDC) road network, it involved 88 respondents. Study findings established community participation framework necessary for sustainable maintenance of Local Government Authorities` (LGSs) road networks. However, for smooth implementation of the established framework the following areas and steps have been recommended to be given further attention: Villages to establish by-laws that will give power to village Road Maintenance Groups (VRMGs) to use road vandalisms; the registered by CRB to carry out road maintenance interventions and LGas should start outsourcing to VRMGs roads, which are already in good conditions. Therefore, roads in fair and poor conditions should follow immediately after respective spot and periodic maintenance.en_US
