Abstract

The use of Information and Communication Technology has become wide spread across different fields including IDN. This study investigates on the use of integrated data networks in Human Resources Management in the public sector. Specifically, the study intended to find out the extent to which IDN is used, its effectiveness and challenges associated to its use. Cross sectional research design was used for the study. Primary data were collected using interviews and questionnaires whereby secondary data were collected through review of reports on HRM obtained from the office of Prime Minister, Local Government Authorities (PMO-RALG). Purposive sampling was used to selected respondents at PMO-RALG headquarters in Dodoma and to select officials from Dodoma District councils. Content analysis was used for qualitative data analysis whereby Statistical Data Packages for Social Scientists (SPSS) was used for quantitative data analysis. Findings revealed that, IDN is being used on average basis in HRM. Among specific variables covered by the system includes employees’ payroll, retirement, duty station, employees’ performance, and employees’ promotion and demotion information. The study revealed that, IDN is an efficient tool for efficiency and effectiveness in HRM for public service sector. However, efforts are required in order to expand the IDN up to the grassroots level at LGA.
