Employees' work mutivation in the public service institutions: a Case of the Public Service Commission

Abstract
Since its establishment in the year 2004 the Public Service Commission (PSC) has been affected by the problem of labour turnover as a consequence of lack of motivation to its employees. The study therefore was intended to investigate and get answers to the question that "what are motivating factors other than pay that employees are lacking in the organization?" This study was based on case study approach focused at PSC whereby a sample of 66 respondents were conveniently selected and interviewed. The research design adopted for the study was descriptive in nature whereby we compare the findings with the chosen theory in order to make information from theories more valid. The study observed that the PSC is lacking an incentives and motivation scheme for its employees. Also, by assessing some of work motivation factors in comparison with several theories on motivation and the actual practices at PSC, it was found that the intrinsic factors of work motivation were more effective compared to the extrinsic ones and motivational level of employees was ranked as an Average Extent. In order to minimize if not to eliminate labour turnover languishing in the organization, it was recommended that the PSC management should have its own incentives and motivation scheme for employees.
