Establishment of challenges in implementation of infrastructure projects in the local government authorities: a case of Dar es Salaam region in Tanzania.

Abstract
One of the major challenges facing many of the Local Government Authorities (LGAs) in Tanzania is inadequate and poor implementation of infrastructure projects, including road projects. This research was therefore designed to investigate and establish challenges in the implementation of road and infrastructure projects in LGAs (Temeke, Ilala and Kinondoni Municipal Councils) in Dar es Salaam region in Tanzania. The research study used a sample of 54 respondents. Interviews and questionnaire methods were used to collect research data. The study found that, the performance level of road projects implemented in the LGAs is good. The research study revealed that major challenge in the implementation of the road construction projects in the LGAs have a wide range of scope, and these include project planning challenges, project design challenges, procurement challenges, challenges related to the contractors, as well as, project supervision and quality control challenges. It was also established that, adequate project funding: effective project supervision, strengthening quality control systems, and effective human resource capacity building programmes are important strategies to improve implementation of road projects in the LGAs. The research study recommends deliberate effort toward improving the financing of projects including timely disbursement of funds, as well as capacity building to both technical staff and management towards competitively implementation of infrastructure projects in LGAs.
