Abstract

This study attempted to assess the factors influencing road construction project performance and also aimed to establish opportunities for improvement. Using data from 71 projects executed by TANROADS and Dar es salaam City Council since 1980 and 2007, the road construction project performance were developed. Furthermore, the study examined the roles played by primary stakeholders in the management of road construction projects and the problems encountered by stakeholders in the process of attaining the required performance of the road construction projects. A combination of secondary sources and primary sources of data were used in this study. The instruments used for collecting primary data were questionnaires, semi-structured interviews, focus group discussions and direct observation. Seventy Four people responded the questionnaires and a sample 16 people were invited in a semi- structured interview, whereas secondary data were obtained from different sources including published and unpublished materials such as books, journals, reports as well as regional and district evaluation report profiles from private and public offices. The analysis has shown that, most factors which affect road performance are: availability of material site, construction management, overloading on road structures, corruption, and quality control. It is also generally shown that most of the factors affecting the road construction project performance are caused by incompetency of consultants on project management. On the other hand total of 10 factors identified as ones to be opportunities for road project improvement. The analysis is also shown that performance graph must be utilised for every road construction project at maintenance phase in order to improve the road performance.
